EXPERIENCE – TEST PILOTING
- Test Pilot USAF Reaper, MQ-9 DT&E
- Acting Director for Flight Operations with secondary flying and test pilot duties (1998 - 2000).
- Chief Pilot (1992 - 1998) supervising up to 20 test pilots and flight crew and four Life Support technicians involved with a fleet of about 25 aircraft of 10 different types.
- Project pilot on the SR-71 and F-15B research programs and pilot of F-18 and DC-8 aircraft at time of retirement.
- Previously project pilot on X-31, X-29, AFTI F-111, AFTI F-16, F-104, and Digital FBW F-8 programs.
- Participated in numerous simulation studies including extensive evaluations of the Space Shuttle flight control system.
- Extensive experience with the “fly-by-wire” variable stability NT-33 aircraft involved in general flying qualities research and specific simulation of such aircraft as the AX-9, AX-10, F-15, YF-16, F-18.
- Conducted flight test work to develop Direct Side-Force Control for the NT-33 in-flight simulation.
- Participated in the development of a special side-stick controller in the NT-33 and YF-16 evaluation program.
- Conducted initial test flight with variable stab X-22A V/STOL aircraft to demonstrate capability of full “fly-by-wire” transitions to hover landings, evaluation pilot for AV-8B simulation.
- Twelve years experience as consultant to the U.S. Naval and Air Force Test Pilot Schools to teach aircraft stability and control and associated flight test techniques using the variable stability NT-33 and B-26 aircraft.
- Conducted detailed simulation of F-18A using the NT-33 in-flight simulator.
- Chief Pilot 1981 - 1982.
- Research Pilot for general flying qualities testing.
- Conducted test work to develop and use variable stability helicopters for research application. Extensive stability and control flight testing on specially modified helicopters.

EXPERIENCE – ENGINEERING/ TEACHING
- With the exception of NASA Langley, all the test piloting duties described above had associated project engineering responsibilities.
- For example, served as Project Engineer on NT-33 research program which developed a new flight control system design criterion that is still in use (Neal-Smith Criterion).
- Project Engineer for first two research programs using X-22A aircraft, and on the NT-33 simulation of the F-15/-16/-18 prior to first flight.
- Author of more than 30 technical papers.
- Chief Advisor Flight Controls, EADS-D, Munich, Germany (2000 - 2002).
- Test Pilot/ Engineer Instructor, National Test Pilot School, Mojave, CA (2004 to 2009).
EXPERIENCE – FLYING
- Approximately 11,500 flying hours in 80 different aircraft, 500 hours MQ-9 UAV, 800 Helo.
- Licenses including FAA ATR, single and multi-engine land, Grumman G-159 rating. Commercial, single-engine land, helicopter. FAA Class II medical certificate.
EXPERIENCE – MILITARY
1970 - 1994 New York Air National Guard, 136th FIS, Niagara Falls, New York
- Retired as Lt. Col. having served as F-16 Operations Group Commander 1994, F-16 Squadron Commander 1991 - 1993. Served as fighter pilot in F-16A, F-4C/D, F-101B.
- Commissioned as Naval Aviator with rank of Captain.
- Served as Pilot in Europe for two-and one-half years and at the RCAF Test Establishment in Ottawa.
EDUCATION
- Bachelor of Applied Science degree from the University of Toronto in 1959 with Honours in Aeronautical Engineering (RCAF Sponsor/ROTP)
- Master of Applied Science degree from the University of Toronto in 1961 in Aeronautical Engineering (Leave from RCAF)

- Fellow of the Society of Experimental Test Pilots (2500-member organization), served in all major offices, President in 1996. Presented 15 technical papers. Member over 50 years.
